The Ministry of Education under Teachers Effectiveness and Learners Achievement (TELA) has given headteachers smartphones to monitor teachers absenteeism in schools.

 

The smartphones which have GPS and biometric features, will be updating the real time a teacher arrives at school, lessons attended and time the teacher goes out of the school.

 

This has come out after Nebbi District in Uganda, experiencing low turn up of teachers in schools both primary and secondary.

 

Teachers absenteeism has marked the failure of students in exams due to incompetency of teacher in schools as some are reported to getting drank before coming to school.

 

To weed out teachers absenteeism and incompetency, Nebbi District schools inspector James Gwoktho has said, the remedy to incompetency is teachers monitoring by the smartphones.

 

“The system has come to reduce the absenteeism of teachers which will increase the performance because it acts as supervision and performance management tool that captures evidences based on the information for quick and easy decision making by providing instant reports,” Nebbi District schools inspector James Gwoktho notes.

 

The system which is monitored by different education stakeholders, teachers will be mandated to key in their personal details, lessons, classes and hours students were taught.

 

Additionally, Mr Gwoktho says, if teachers cooperates with headteachers and tamper the real details, the whole information will be fake implying immoral indecency among teachers and whole profession.

 

That is good but if the head teachers connive with the teachers, the whole captured information on the system becomes fake and this calls for transparency by the head teachers who control the monitoring devices,” Gwoktho added.

 

Moreover, some teachers are of the claim that there’s poor electrification in rural schools thus the system won’t be effective less solar lights smartphones are introduced as a suplimentary.
