He turned the station into his home/one accused him

The Officer In Charge of Kyotera District has been put on the spot over allegations of siding with criminals and terrorizing the residents contrary to what the police stands for.

Tumukunde Emmanuel is accused of misusing his office to torture of innocent victims in prison and setting free criminals who give him bribes. The locals also reveal that he made it a mandate to set an unofficial curfew where he connives with criminals to smuggle illegal items.

“Every time they take a person to the station, he will beat them up even before finding out what the problem is or what crime you have committed,” a concerned resident spoke out.

Sseruwu Abaasi, the village chairperson recounted one afternoon when a young man committed suicide in his cell but the OC was too drunk to take over the case.

“He turned the station into his home and treats matters of importance the same way he runs his home. When the young man took his life, it was around 1 PM but the OC was so drunk that he did not even notice when we loaded the dead body on the truck to take it to hospital,” he said.

This happened during a security meeting chaired by the Resident District Commissioner Apollo Mugume together with a team from Masaka Police on how to curb the high crime rate in the region.

The RDC Mugume Apollo also accused the officers at Kyotera Police Station of being idle and advised the local leaders to always look out and report the officers who operate outside the law.
